L.O.N. Charter Introduction
This page includes the charter of the League of Nations for the WarLight clan. The charter was created by the Provisional L.o.N. Council that served until the government was created and set up. It was based off of one of the ex-UN member's,(Arc Light) charter. By looking at the U.N. charter one can easily see the similarities, because they were created by a group that desired similar things, and written by some of the same people.

Article I: Establishment
Section i- Clan Purpose
The purpose of the League of Nations is to unite War Light's best roleplayers, and to create the best WarLight experience for all members of the clan. The clan may also include qualified ex- UN refugees. The clan shall expand into new heights in both quantity and quality of roleplayers. New and original members shall be good roleplayers or trained to be roleplayers.
In WarLight, the clan purpose shall be to create and roleplay in enjoyable games, either in public games or in private, clan only games.
Article II
Section i- Roleplaying
Players shall roleplay. They shall be able to roleplay based as any country or territory they wish to represent in any game. Through knowledge of an area's history or politics, they should be able to roleplay well. Players who enter the clan should already be skilled in some extent at roleplaying, although some may require training.
Section ii- Strategy
The League of Nations is not a strategy clan and does not require skill in strategy to enter it. Joining players shall not be judged on their wins or losses in the game, but rather on their roleplay. Players are only asked for basic general knowledge on how to play, attack, and go through the game's general functions.
Strategy play is not banned, however, and players are welcomed to participate in strategy games.
Section iii- Recruiting
All members are encouraged to recruit new players that are worthy of membership in the League of Nations. The players must fulfill all the recruitment requirements that have been set. Recruits shall meet the following standards: They shall have had an account for at least 1 month, have less than a 25% boot rate and shall have played in at least 100 games. They shall be natural role players, having been observed role playing in diplomacies and role playing games by a clan member.
Players who accept our invite will undergo a one week 'trial session' to see if they are worthy of retaining their positions as clan members. The trial session shall include one exam on Role Play If the player passes the Role Play examination with a score higher than 70%, the player’s membership will be voted on by the Assembly through the Representative system. The League of Nations prohibits open lobby 'recruitment games' in which no roleplay skill is gauged, rather random unprepared people are recruited. Those who set up these games will be punished accordingly.
Section iv- Conduct
Members are expected to play to the highest standards. Fair play and strict adherence to all rules is required and expected at all times. Members that do not live up to these ideals shall be disciplined according to the law of the clan. No member shall disobey or disregard any rules of a game or scenario that that member is playing in. If the game creator has set specific rules for his scenario, they must be followed. If they are unreasonable, members should not take part in the game. Members shall act properly at all times, which means they shall not use offensive or explicit language. They shall not disregard rules of the game and shall play fairly. They shall only represent the clan in a positive way, by following all rules in games and keeping their temper to a minimum, meaning they shall not use explicit language in a fit of rage ever, or use explicit language alone. Players shall always try to roleplay in role-playing games, and encourage roleplaying in regular diplomacy games. Players may not repeatedly insult the entire clan, as this is not freedom of speech, but disrespect to the clan. Failure to obey these rules of conduct can result in trial and punishment if guilty, as specified in Chapter V, Article II, section IV.
Section v- Contribution
All players are expected to contribute to the clan. Ideally, players should post on the forums at least once a week, vote on any issues they can, and play in a few clan games. Players should notify the council if they expect to become inactive for a period of time. Players who have been repeatedly absent on the forums and in clan games without notice shall be voted for removal by the clan as a whole, and only readmitted if they are active.
Chapter II: Rights of Each Member
Article I
Section i- The Right to Assemble
LN clan members shall have the right to assemble in the clan forums, private threads or games to discuss League of Nations events and policies. They shall not be punished for discussing just criticism of council members or policies with or without the people concerning these policies. They shall be allowed to organize into groups with similar ideas. However, they shall not participate in false slander of the clan or it's members. They shall be free to let their voices be heard on the clan forums and discuss ideas in public or private.
Section ii- Right to Information
The members of the clan shall reserve the right to demand information about the happenings and actions of the Council or the Judicial branch if they wish to do so. They may ask for summaries or for exact information of these events. In the exact form, data that is demanded by a member shall be given by the Record Keeper to the clan member in the form of screen shots.
Section iii- Right to Referendum for Revote
If members find the previous election results fraudulent or irrelevant for some reason, they shall reserve the right to call for a referendum for re-vote during the terms of office for the Council and for the leader a maximum of two times per term of office. The member calling for re-vote shall give a valid reason (it must not be a spam reason like : 'Because I want to' or 'Trololololol') for the revote. If it attains 5 total votes for yes then it shall count for a referendum attempt. If it attains half of the clan votes for yes, then it shall be law and a new election shall begin immediately. The person who is elected from these elections shall serve the remainder of the term of office. If it does receive more than 5 votes and less than half of the clan's vote, then it shall be counted as a referendum attempt and shall be subtracted from the referendum attempt maximum per term. The referendum shall be given 9 days to collect enough voters or it shall be killed.
Section iv- General Voting Rights
All League of Nations member shall have the right to vote on any League of Nations issues presented to the people. Each member, no matter what his status in the clan, shall have his vote counted as one vote in ALL votes.
Section v- Freedom of Speech
Members shall have the right to voice their opinion in public and in private.
Section vi- The Right to Run for Office.
All members of the clan shall have the ability to run for clan office, whether it be Council or Leader position. The only members who shall not have the right to run for office shall be those impeached from office previously, who will not be allowed to run for the same position again.
Section viii- The Right to Return
All ex-members shall have the right to return to the League of Nations with the exception of two conditions; a) they left to another clan or b) they were removed from the clan for violating rules. Those removed for violating rules shall not be permitted to return. Those who left to another clan and have now returned shall be voted for re-entry. The vote shall last 5 days and requires more votes for 'yes' than votes for 'no.'
*False slander is defined as negative talk about a member that cannot be proved true and/ or can be proven false. These must be repeated accusations against the member and not just one.
Chapter III: Duties of Assembly and Officials
Article I
Section i: Duty of Loyalty
Members shall follow the rules of the clan and refrain from disclosing information entrusted to them by the clan or the council to players outside of the clan, unless given express authorization. Members of the clan can share general information about the Charter or any official document of the League of Nations.
Section ii: Duty to Vote
Members shall vote at every opportunity presented, however it is not an obligation to do so. Being an informed voter is critical in the maintenance of our government. Members shall read the arguments and ideas each candidate presents and choose on the basis of who they feel is best qualified. Whenever a proposed governing document or amendment is presented, members shall read and vote on it based on their judgment of how the document reflects the clan's objectives and ideals.
Section iii: Duty to Role Play
Members shall role play. All members should strive to role play to the best of their abilities at all times. Members that wish to improve their skills to meet this objective shall attend role playing school. Those involved in this school have the duty to learn and apply the principle outlined during instruction.
Section iv: Duty of Great Behavior
Members shall exhibit exceptional behavior at all times. Members shall limit the use of indecent and improper language. Members shall strive to honor all promises made in both games and forums. Backstabbing should be avoided. Members shall play fairly, even if doing so will result in the member losing the game. Members should strive to repair any damages caused for any reason. Members shall play to the highest standards possible. Members shall follow the Honor Code.
Chapter IV: The Clan Government
Article I: Nature of the Assembly
The Assembly shall consist of every clan member. The Assembly shall never be composed of more than 50 members, and all members of the Assembly should vote on all votes they are presented whenever possible. They must also take part in all election votings to ensure that the Assembly is represented in the Council.
Article II: Nature of the Council
The Council shall be composed of no more than 5 members at any time. They shall serve for a term of 2 months to the best of their abilities acting in accordance to the will of the assembly. The Council will have a separate branch from the assembly to conduct Council votes. The members of the Council can suggest and present ideas, but shall not act on them until they have approval from a majority of the council and/or 2/3 of the assembly depending on the nature of the change proposed by said person. They may also hold votes using the representatives system.
Section i: Representative System
The Representative system is the system used by the Council to conduct Assembly votes faster. Each member of the Council will represent an equal number of members of the Assembly. Votes will take place over a 3 day period, and then combined as one vote to be submitted to the Council. The Representative will also vote in his group’s vote.
Article IV: Assignments of the Council
Section ii: Council Assignments
Each member of the council shall be the chairman of a defined job. The Council will always be made up of 5 members. These 5 members will be equal to each other, and will always carry out their jobs as described below. Positions open to the council are as follows.
Section iii: Public Relations Manager:
The Public Relations Manager shall monitor the public forums of War Light for posts related to the League of Nations.The Public Relations Manager shall determine if sources (i.e. posters) are reliable and trustworthy. If negative posts are caused by a clan members actions, the Public Relations Manager shall inform the Judicial Branch of the issue so an investigation can begin. If the sources prove to be cause by trolls posting slander for no legitimate reason the source will be ignored, and efforts will be made by the Public Relations Manager to discredit the troll so that the troll loses credibility. Other duties may be added if they are assigned with the approval of the Assembly and the Council in accordance to the voting procedures of the clan.
Section iv: Voting and Record Keeping Manager:
The Manager of Voting and Record keeping shall be in charge of maintaining a log of all votes and member data. The manager shall host all voting on amendments and policies presented to the Assembly. The Manager shall maintain up to date records of the activities of the members in the clan. The records keeper shall bring any negative trends they notice to the attention of the council. Other duties may be added if they are assigned with the approval of the Assembly and the Council in accordance to the voting procedures of the clan.
Section v: Internal Affairs Manager:
The Internal Affairs Manager shall seek to minimize internal conflicts. If a major problem arrives between two or more members the Internal Affairs Manager shall act as a mediator for the parties involved in the conflict. The Internal Affairs Manager shall seek to maintain civil and polite expression of ideas presented by the members of clan to other members. The Internal Affairs Manager shall work with record keeping manager to keep the records of clan activity accurate and up to date.
Section vi: IT Manager
The IT Manager shall ensure the website remains updated and accurate. The IT manager shall direct the various editors of the site. The IT manager shall be responsible for any errors of fact presented on the site. The IT manager shall strive to present the clan in the best of light on the website.
Section vii: Recruitment Manager
The Recruitment Manager shall oversee the recruitment process. The Recruitment Manager shall ensure that all candidates for membership receive the required examination. The Recruitment Manager shall be on the look out for satisfactory candidates at all times.
Article III: Nature of the Executive Branch
The Executive Branch will be made up of 2 members. The two members will be the elected President, and the elected Vice-President. These two may supervise the runnings of the Council, and the Judicial Branch. They will ensure that all jobs are successfully being carried out. They will also have the power to pass suggested laws to the Council. These will go through a special process, and will only require two out of five Council votes to be passed. However, both leaders of the Executive Branch must agree on a law before sending it forward.
Section i: The President
The President will be elected in a full clan vote, and will serve a term of 2 months to the best of his/her abilities in accordance to the will of the assembly. He/she will serve as a figurehead for the clan, as well as a member of the Executive Branch. He/she will have no special rights or authority over any other member. Anything that applies to a regular council member also applies to the leader. The leader shall not be given manager authority.
Section ii: The Vice-President
The Vice-President will also be elected in a full clan vote, and will serve a term of 2 months to the best his/her abilities in accordance to the will of the assembly. He will be equal to the President, but will not serve as a figurehead for the clan.
Article IV: The Judicial Branch
Section I: Nature
The judicial branch shall be comprised of three members that have a superior understanding of the Charter and any other official documents of law of the clan. They shall serve for a period of 4 months per term and will be elected by the Assembly as a whole. They shall strive to ensure that the clan is being run in accordance with the charter and the other official documents of clan law, and that all members are comply to as well as follow those laws. They shall have no authority to change the law, only the authority to interpret and execute it.
Section II: Duties
Part I: Interpretation of the law
The Judicial Branch shall give the interpretation of the charter in the event that multiple interpretations of any portion of the charter are presented. The interpretation the Judicial Branch declares to be authoritative shall be made the official interpretation of that said portion. At that point the interpretation shall be entered onto the public record making the correct interpretation clear. If two thirds of the council and the Assembly disagree with the interpretation, the Judicial Branch's interpretation shall be declared invalid and Council’s interpretation shall take it's place on the public record, where it shall become clan law.
Part ii: Trials
The Judicial branch shall try all cases presented to them. If a judge is the one being tried, then a council member shall be sworn in to take the place of the judge being tried. The judges shall examine the evidence and testimony according to official trial procedure and act accordingly. If the judges find the accused guilty, they shall issue a punishment that fits the crime. Sentences shall not be exceed the nature of the crime, in other words no cruel or unusual punishment. Judges shall ensure that all punishments are fair and just under penalty of impeachment.
Part iii: Zero Tolerance for abuse
If at anytime a Judge is partial or corrupt, they shall be impeached and tried for treason. Judges shall be fair and impartial at all times. Any abuse of authority will be punished harshly.
Section III: Requirements For Judges
Part i: Prerequisites
Prospective Judges shall have a clean record, meaning they shall have no unsavory behavior in any game or forum and shall have convictions for any violation of clan law. They shall have either be in the clan for at least five months or have been a member of the clan before February Twentieth, Two Thousand Fourteen. They shall present at least two messages of recommendation. One shall be from a League of Nations Council member and the other shall be from a League of Nations Assembly member. Both messages of recommendation shall be from respected players. The messages should contain examples of how the candidate showed they were responsible and trustworthy, with evidence to prove that said example happened.
Part ii: Judicial Branch Elections
Judges shall be elected every four months. Elections shall be held at the same time that council and leader elections are held.
Article V: Impeachment
Any clan official, if convicted according to official trial procedure, of a major violation of clan law shall be removed from office. The official may then be tried as an assembly member according to trial procedure to be removed from the clan if such an action is required. Members of the assembly can call for a re-election for the position in the case of an incompetent or inactive official if there is no crime committed.
Article VI: Inactivity of Clan Officials
It is the duty of Clan officials to be active during their terms. If inactive once for more than 5 days but less that 10 days, Clan Officials shall appoint a worthy replacement to replace them for their inactivity period. The replacement member shall act in favor of the missing council member. When the Clan Official returns, the replacement shall be dismissed, and the Official shall resume duty as previously.
If a Clan Official must leave for more than 5 days twice, they will be asked to step down from the position for the remainder of the term and a replacement election shall begin immediately.
In the event that a council member is gone for 12 or more days with or without notice once or more, with evidence they shall be removed immediately, and only restored if evidence counter to the inactivity claim is shown or if the inactivity evidence is proven fraudulent.
In the event that Clan Officials are inactive and/or fail to perform their duties that they enlisted, they may be impeached by due process of law.
Article VII: Duty of Loyalty
Officials of the Clan shall act in good faith at all times. They shall not seek any more control of the clan than equal membership in their branch. They shall not exceed their authority at any time for any reason. Any Official that abuses their positions or power in any way may be impeached and tried for treason.
Chapter V: Trial Procedure
Article I: When a Trial Shall Be Conducted.
Members shall be tried when there is reason to believe that a member has violated one or more rules. A player must have violated the law to such an extent that it shall be clear to any reasonable person that such violation took place. The Judicial Branch and the Council shall decide based on this standard whether to pursue charges and thus start the trial process. Trials shall not be used to discipline members over trivial matters.
Article II: Filing of Charges
Section i: Types of Charges
The council and Judicial Branch shall decide on exactly what the member shall be tried for. The charges shall be one of the following: Violation of general War Light rules, Violation of Clan law (Class I), Violation of Clan law (Class II), and in extreme cases Treason or clearly attempted treason.
Section ii: General
A general violation of War Light law is when a player violates the big three rules. The rules are as follows: (I)You shall be respectful to other players at all times. (II) Racial slurs, personal attacks, excessive profanity, or any other offensive language will not be tolerated. (III)You shall not operate more than one WarLight account in a way that gives you an advantage in a game, tournament or ladder. Any player found guilty of violating any of these three rules shall be reported to Warlight itself. If the player becomes suspended they shall be removed from the clan.
Section iii: Class I
Class I violations of Clan law are minor infractions. Charges of this natures shall be punishable with a warning if found guilty. If found guilty they player shall make it public record that they violated the law and promise not to violate the law again.
Section iv: Class II
Class II violations of clan law can come from a repeat Class I offence or a violation not quite severe enough to report to Warlight. Members found guilty of a Class II violation shall make it public record that they shall not commit the violation again. At that time the player shall have his membership of the clan suspended for one to five days.
Section V: Treason
Treason can be classified as the following: Manager Right Abuses, Attempted Overthrow by a Manager for the purpose of gaining power, or members giving privileged information to third parties. A member convicted of any of these charges shall be removed from the clan and shall be blacklisted by all members of the clan.
Article III: Evidence
Evidence shall come in the form of the following: Links to Games where the violation took place, unedited screenshots of Private Messages and Private threads, testimony from reliable members and third parties. Evidence shall be examined for tampering or bias of a third party. Evidence shall be gathered and examined by the Public Relations Manager and the Judicial Branch. The evidence shall directly relate to the case.
Article IV: Defense
The accused has the right to remain silent if they so choose. The accused shall also have the right to counter the evidence collected with their own testimony. A clan member can also assist in the defense of the accused. If all evidence can be fully and completely discredited the trial then ceases and the charges shall be dropped.
Article V: Judges
The Judicial Branch members will serve as judges in all trials except when a Judicial Branch member is being tried in which case a random Council member will be selected as the 3rd judge. The Judges shall not disclose any information about the trial to any member not directly involved in the trial until the case is closed at which point the trial proceedings will become public record.
Article VI: Conviction or Dismissal of Charges
After all evidence is presented and the testimony is heard from the accused, the three judges shall determine whether the evidence proves beyond a shadow of a doubt that the accused is indeed guilty. If a majority determine the accused guilty of the crime then the prescribed punishment shall be executed. If on the other hand the majority of the Judges find the accused not guilty the the charges shall be dropped.
Article VII: Special Rules
A member shall not be tried for the same violation more the once. If evidence is lacking to the point where there is substantial doubt of whether a violation actually occurred, the case shall be dropped.
Article VIII: Assurance of a Fair Trial
The Judicial Branch shall seek to ensure that all trials are held fairly, and in an impartial manner. If a mistrial occurs the Judicial Branch may be impeached.
Article IX: Guidelines of Punishment
All punishments chosen by the judges of a trial for the guilty party shall be fair, fit the crime, and be the same for all players under the same circumstances unless a first example is being set due to the repeated commitment of a crime. Punishment for breaking a Class I law and being convicted shall never be dishonorable discharge, unless it is due to repeating commitment of a crime, in which case it would be considered Class II. Sentencing shall be based on the laws in place at the time of the violation, and the penalty shall always match the seriousness of the crime. It shall not be more or less than the nature of the offense.
Article X: Establishment of a Blanket Law
All laws, guidelines, and rules of the League of Nations apply to everyone. Nobody shall be above the law, or attain the ability to avoid punishment or prosecution for any event under any circumstance. Those caught trying to avoid their punishment, or helping someone avoid their punishment will be charged with a Class II crime, before a new set of judges, where they will be prosecuted by the due process of law.
Chapter VI: Charter Revision Procedure
Article I: Nature of Revisions
Any proposed revision shall meet the following conditions. It shall improve something; it shall not be contrary to clan goals and objectives. It shall benefit all clan members, rather than just a certain group. Evidence must be provided that shows that the proposed change meets the criteria.
Article II: Proposed Change or Amendment Submissions
Members shall submit their ideas to the Council by contacting the Judicial Branch. The Judicial Branch shall present all ideas given to them to the Council. Suppression of ideas shall be grounds for impeachment. Charter revision submissions shall be accepted regardless of how it is submitted. No special submission methods shall be imposed. All submissions shall be considered and debated, regardless of who submitted the idea. If a proposal is rejected, an explanation regarding the nature of the rejections shall be given to the presenters of the submitter. If a clan member proposes a change, and the proposal is ignored or the proposal is delayed for at least 5 days by the Judicial Branch, the Judicial Branch may be impeached. The clan member may then send it directly to the assembly for voting.
Article III: Support
All changes shall require at least 2/3 of all votes in the Council before it can move on, if it fails to reach the require amount of votes the proposal shall be discarded. If the proposed change passes the Council, it shall move on to the Assembly, if it receives the required 2/3 approval of all collected votes, then it shall become official.
Article IV: Implementation
In the event a proposed change to the charter is passed by both bodies, it shall be added to the charter by the Record Keeper. The Judicial Branch shall ensure the change or amendment is followed by all clan members immediately.

Article I: When an election shall take place
Elections for positions in the Council and Executive Branch shall occur every 60 days from the swearing in of the council. Elections can also take place when a successful referendum occurs or when an official is impeachment. Elections for positions in the
Article II: Time Frame of Elections
Section i: Election length
When an election is held, candidates shall have seven days to nominate themselves for one specific job, after which the list of candidates shall be finalized and no more shall be added. The candidates shall then have seven days to campaign and gain supporters. During these seven days, an official voting thread must be made by a Council or Judiciary member. The candidates must also take the Charter Test during these 7 days, and pass it. The seven days can only begin once the thread is created. After the end of the seven days the election period shall close and votes shall be tallied and results published within 48 hours. The total time the elections shall take shall not exceed 16 days.
Section ii: Election procedure
Voters shall cast their votes by a private mail thread, or cast it on the voting thread. This private mail thread should include a member of the Judicial Branch as well as the current Voting and Records Keeper. Unless, the vote is submitted to both in the same private mail thread, the vote shall not be considered. In the event the election is induced by the impeachment of the Voting and Records Keeper, the Judicial Branch shall manage the voting threads. The Voting and Record Keeping Manager shall count all votes and report them with complete fidelity with the members of the Judicial Branch confirming the results. The Voting Manager shall publish the precise amount of votes for each candidate under penalty of treason if the information is false in any way.
Article III: Authority of the Council during elections:
The Council shall have the power to enforce and maintain the governing of the clan during the election period. The Council shall have the authority to govern until the new government is sworn in. When the new government is sworn in the old Council shall be dissolved within 48 hours.
Article IV: Swearing in of the new Government
Section i: Swearing in of Government
All officials elected into the new council shall enter into the public record that they swear never to abuse their authority and to strive to protect and uphold the Charter at all times. They shall also acknowledge that the Charter is the supreme source law of the clan. After that has been accomplished the Government shall be given the authority to govern and enforce the rules.
Section ii: Time Period of Government establishment
In whole the time period between the dissolving of the old Government and the swearing in of the new shall never exceed 48 hours. All laws shall still be in effect during this time period, and all violations shall be prosecuted that were committed during that time by the new Government when it has been sworn in.
Article V: Special rules
Section i: Replacement of Government members
When an official is removed from office mid term, elections shall be held for only that position. After a new official is elected to replace the old disgraced, they shall serve out the rest of said official's term. If an official is impeached during the last 15 days of his or hers term, the office shall remain vacant until a new Government is elected.
Section ii: Fair and Impartial Elections
All officials involved in the process of managing the election shall ensure that the election is fair and ran correctly. It shall be treason to interfere with any aspect of the election.
Chapter VIII: Nations
Article I: Choosing Nations
Players who wish to join the League of Nations shall immediately send a list of 1-5 nations that have NOT been chosen already that they wish to represent to the recruitment manager. They shall be able to choose any nation that currently exists, as long as it does not overlap with other player’s nations. The recruitment manager shall then give the new member the nation highest on his list that has not been reserved and report to the clan managers and to the IT manager or website editors to update the status of the member’s nation. The website editors and clan manager shall act to ensure that the new member receives his nation as soon as possible.
Article II: Representing Nations
Preferably, players shall choose a nation that they have common knowledge of. They shall represent the nation in a respectful and accurate way, displaying their knowledge of its culture, history, geography, and possibly politics.
Article III: Changing Nations
Any member who wishes to change his nation during his time in the clan shall notify the recruitment manager of this issue and shall be the first to receive this nation, unless the nation has already been taken by another member. In the event that a nation is already taken by another member, the member shall keep his current nation until the member holding the nation that he wishes to obtain leaves the clan or changes nations. Changes to nations owned by another member will be regarded on a first come first serve basis, and no person shall reserve the right to kick somebody out of their nation and replace them while they are still in the clan. Members can change nations up to three times.
Chapter X: Law Requirements and Rules
Article I: Concerning the Charter
The Charter shall exist as the Supreme Law of the clan.Those who attempt to edit or ignore the charter’s provisions without due process of law shall be tried for a Class II offense of treason.
Article II: Concerning other Laws
There shall be no ex post facto laws (laws that change the consequences of a past crime or event) created by the council, the assembly, or any other branch of government. All laws shall be in harmony with the ideas and principles of democracy. All laws that remove or restrict voting rights for law abiding clan members shall be forbidden. All laws shall be in the best interests of the clan as a whole. No law shall give the governing any more power than the governed. Any and all laws that restrict the democratic process shall be challenged and removed.
Article III: Supremacy of the law
All laws shall be obeyed. No member shall be exempt from any ruling or law issued by due process or democratic vote. No violation shall be tolerated, and all violations shall be processed in the court of law.
Article IV: Challenging a Law or Amendments
Laws are final and authoritative; however if a law denies a member due process, or restricts the institution of democracy, it shall be challenged. The judicial branch shall then examine the law and determine if the law unreasonably restricts the rights given to the members in this document. If it is found that the said law causes unreasonable restrictions in member rights and freedoms, it shall be abolished. If the majority of the assembly disagrees with the Judicial Branches ruling, then the law shall become authoritative and valid again.
Article V: Concerning Removal of Charter Part
Section i: Concerning Charter Removal
For an article or phrase originally in the charter to be removed from the charter, it must first be proposed by a Council member or leader. The Council will then vote on it and must vote three-fourths in favor of the article or phrase to be removed. If it is voted against, then the issue is killed and cannot be voted on for the next month. If it is passed, it will then move onto assembly in which it must be voted in favor of by three-fourths of the clan in 10 days or less. If the Assembly votes against the removal, the issue is killed for at least two months. If the clan votes in favor of the removal, it will have a 20 day dormancy period in which it will not be enacted. During this period, the removal can be challenged once by the clan. If the clan votes in favor of canceling the removal, it will be killed for at least one month. If it does pass through the dormancy period, it will become law on the 21st day. Only one article or phrase can be removed per two month period.
Section ii: Concerning Amendments
In order for an amendment to the charter to be repealed, it must first be proposed before the Council by a council member or the leader. Two-thirds of Council must vote to repeal the amendment before it passes on to the Assembly. The repealment must gain approval of two-thirds of the clan in 10 days . If it succeeds, it will go through a 20
day dormancy period before being enacted. During the period, the repealment may be challenged once for cancellation. If it survives the 20 day dormancy, the removal will become law. If the repealment is voted against in any stage, the same process of killing the removal as specified will occur above.
Article VI: Concerning Loopholes
Members shall not take advantage of how any law is phrased. Members shall obey the laws meaning and purpose, and shall not use how a law is phrased to circumnavigate the purpose of the law. Members shall obey the meaning behind the law. Punishment for deliberately using loopholes to violate clan laws shall be considered a class II offense.
Chapter XI: Manager Rights
Article I: Clan Managers
Section i: Use of Manager Power
Clan Managers will only use their power when they have the Assembly gives them permission to do so, or to add titles for specific members. They will only invite players whom the clan votes to invite to the clan. They will only remove players who become inactive, are honorably discharged, or fail to pass the two-week trial. Any abuse of manager power will be punished harshly with immediate removal from the clan if there is enough evidence proving that the manager abused his power.
Section ii: Assignment of Managers
There will never be any more or any less than two clan managers. Manager rights may only change hands upon the removal of one of the original managers, or the inactivity of one of the original managers.
Article II: Elections of Clan Managers
Section i: Requirements to join elections
Players may only join the elections to become a clan manager if they have been in the clan for at least a year, or have been one of the eleven Founding Fathers of the clan. These players must also have a clean record, and must never have been convicted of a crime. These players must be respected by the whole clan, and the WarLight community.
Section ii: Elections
Any clan member that fits the requirements to join the elections may take part in them. Elections will follow standard procedure for the first part. For the second part, the player that receives the majority of votes, will then be voted on by the whole clan on whether or not, they are fit to be a clan manager. The member must receive at least two-thirds of the whole clan’s approval for yes to finally be granted manager rights.
Article III: Removal of Clan Managers
Section i: Inactivity
If a clan manager remains inactive for a period of 15 days without prior notice, that clan manager may be impeached from his position. If the manager has given prior notice, the manager’s inactivity period may not last longer than 21 days. If it does, the manager may be temporarily impeached with elections for a temporary manager taking place.
Section ii: Dismissal of a Clan Manager
If a clan manager is convicted of a Class II crime, the clan manager may be impeached from his position. If a clan manager abuses his power, the other clan manager must immediately revoke his manager rights to prevent further abuse of power. If the clan manager is convicted of abusing his manger power, he will be dishonorably discharged from the clan, and added to the clan blacklist.
Chapter XII: Ranking System
Article I: Ranks
Each rank is awarded to a player when they meet the requirements for it. However, ranks do not give any special rights or privileges. The Council may promote or demote players every 20 days based on what rank they meet the requirements for. Two days before every 20 day period, the Judicial Branch must submit a completed rating of each player’s roleplay skill in each clan game. This rating will be an average of the score submitted by each Judge.Ranks will only be based on both, player activity/contribution, and roleplay skills. They are merely motivation for players to increase roleplay and activity. A player may only be promoted one rank at a time, but may be demoted multiple ranks at a time. However, a player may not be demoted if they are on an official leave of absence. The ranks achievable are described below.

Article I: Establishment
Section i- Clan Purpose
The purpose of the League of Nations is to unite War Light's best roleplayers, and to create the best WarLight experience for all members of the clan. The clan may also include qualified ex- UN refugees. The clan shall expand into new heights in both quantity and quality of roleplayers. New and original members shall be good roleplayers or trained to be roleplayers.
In WarLight, the clan purpose shall be to create and roleplay in enjoyable games, either in public games or in private, clan only games.
Article II
Section i- Roleplaying
Players shall roleplay. They shall be able to roleplay based as any country or territory they wish to represent in any game. Through knowledge of an area's history or politics, they should be able to roleplay well. Players who enter the clan should already be skilled in some extent at roleplaying, although some may require training.
Section ii- Strategy
The League of Nations is not a strategy clan and does not require skill in strategy to enter it. Joining players shall not be judged on their wins or losses in the game, but rather on their roleplay. Players are only asked for basic general knowledge on how to play, attack, and go through the game's general functions.
Strategy play is not banned, however, and players are welcomed to participate in strategy games.
Section iii- Recruiting
All members are encouraged to recruit new players that are worthy of membership in the League of Nations. The players must fulfill all the recruitment requirements that have been set. Recruits shall meet the following standards: They shall have had an account for at least 1 month, have less than a 25% boot rate and shall have played in at least 100 games. They shall be natural role players, having been observed role playing in diplomacies and role playing games by a clan member.
Players who accept our invite will undergo a one week 'trial session' to see if they are worthy of retaining their positions as clan members. The trial session shall include one exam on Role Play If the player passes the Role Play examination with a score higher than 70%, the player’s membership will be voted on by the Assembly through the Representative system. The League of Nations prohibits open lobby 'recruitment games' in which no roleplay skill is gauged, rather random unprepared people are recruited. Those who set up these games will be punished accordingly.
Section iv- Conduct
Members are expected to play to the highest standards. Fair play and strict adherence to all rules is required and expected at all times. Members that do not live up to these ideals shall be disciplined according to the law of the clan. No member shall disobey or disregard any rules of a game or scenario that that member is playing in. If the game creator has set specific rules for his scenario, they must be followed. If they are unreasonable, members should not take part in the game. Members shall act properly at all times, which means they shall not use offensive or explicit language. They shall not disregard rules of the game and shall play fairly. They shall only represent the clan in a positive way, by following all rules in games and keeping their temper to a minimum, meaning they shall not use explicit language in a fit of rage ever, or use explicit language alone. Players shall always try to roleplay in role-playing games, and encourage roleplaying in regular diplomacy games. Players may not repeatedly insult the entire clan, as this is not freedom of speech, but disrespect to the clan. Failure to obey these rules of conduct can result in trial and punishment if guilty, as specified in Chapter V, Article II, section IV.
Section v- Contribution
All players are expected to contribute to the clan. Ideally, players should post on the forums at least once a week, vote on any issues they can, and play in a few clan games. Players should notify the council if they expect to become inactive for a period of time. Players who have been repeatedly absent on the forums and in clan games without notice shall be voted for removal by the clan as a whole, and only readmitted if they are active.
Chapter II: Rights of Each Member
Article I
Section i- The Right to Assemble
LN clan members shall have the right to assemble in the clan forums, private threads or games to discuss League of Nations events and policies. They shall not be punished for discussing just criticism of council members or policies with or without the people concerning these policies. They shall be allowed to organize into groups with similar ideas. However, they shall not participate in false slander of the clan or it's members. They shall be free to let their voices be heard on the clan forums and discuss ideas in public or private.
Section ii- Right to Information
The members of the clan shall reserve the right to demand information about the happenings and actions of the Council or the Judicial branch if they wish to do so. They may ask for summaries or for exact information of these events. In the exact form, data that is demanded by a member shall be given by the Record Keeper to the clan member in the form of screen shots.
Section iii- Right to Referendum for Revote
If members find the previous election results fraudulent or irrelevant for some reason, they shall reserve the right to call for a referendum for re-vote during the terms of office for the Council and for the leader a maximum of two times per term of office. The member calling for re-vote shall give a valid reason (it must not be a spam reason like : 'Because I want to' or 'Trololololol') for the revote. If it attains 5 total votes for yes then it shall count for a referendum attempt. If it attains half of the clan votes for yes, then it shall be law and a new election shall begin immediately. The person who is elected from these elections shall serve the remainder of the term of office. If it does receive more than 5 votes and less than half of the clan's vote, then it shall be counted as a referendum attempt and shall be subtracted from the referendum attempt maximum per term. The referendum shall be given 9 days to collect enough voters or it shall be killed.
Section iv- General Voting Rights
All League of Nations member shall have the right to vote on any League of Nations issues presented to the people. Each member, no matter what his status in the clan, shall have his vote counted as one vote in ALL votes.
Section v- Freedom of Speech
Members shall have the right to voice their opinion in public and in private.
Section vi- The Right to Run for Office.
All members of the clan shall have the ability to run for clan office, whether it be Council or Leader position. The only members who shall not have the right to run for office shall be those impeached from office previously, who will not be allowed to run for the same position again.
Section viii- The Right to Return
All ex-members shall have the right to return to the League of Nations with the exception of two conditions; a) they left to another clan or b) they were removed from the clan for violating rules. Those removed for violating rules shall not be permitted to return. Those who left to another clan and have now returned shall be voted for re-entry. The vote shall last 5 days and requires more votes for 'yes' than votes for 'no.'
*False slander is defined as negative talk about a member that cannot be proved true and/ or can be proven false. These must be repeated accusations against the member and not just one.
Chapter III: Duties of Assembly and Officials
Article I
Section i: Duty of Loyalty
Members shall follow the rules of the clan and refrain from disclosing information entrusted to them by the clan or the council to players outside of the clan, unless given express authorization. Members of the clan can share general information about the Charter or any official document of the League of Nations.
Section ii: Duty to Vote
Members shall vote at every opportunity presented, however it is not an obligation to do so. Being an informed voter is critical in the maintenance of our government. Members shall read the arguments and ideas each candidate presents and choose on the basis of who they feel is best qualified. Whenever a proposed governing document or amendment is presented, members shall read and vote on it based on their judgment of how the document reflects the clan's objectives and ideals.
Section iii: Duty to Role Play
Members shall role play. All members should strive to role play to the best of their abilities at all times. Members that wish to improve their skills to meet this objective shall attend role playing school. Those involved in this school have the duty to learn and apply the principle outlined during instruction.
Section iv: Duty of Great Behavior
Members shall exhibit exceptional behavior at all times. Members shall limit the use of indecent and improper language. Members shall strive to honor all promises made in both games and forums. Backstabbing should be avoided. Members shall play fairly, even if doing so will result in the member losing the game. Members should strive to repair any damages caused for any reason. Members shall play to the highest standards possible. Members shall follow the Honor Code.
Chapter IV: The Clan Government
Article I: Nature of the Assembly
The Assembly shall consist of every clan member. The Assembly shall never be composed of more than 50 members, and all members of the Assembly should vote on all votes they are presented whenever possible. They must also take part in all election votings to ensure that the Assembly is represented in the Council.
Article II: Nature of the Council
The Council shall be composed of no more than 5 members at any time. They shall serve for a term of 2 months to the best of their abilities acting in accordance to the will of the assembly. The Council will have a separate branch from the assembly to conduct Council votes. The members of the Council can suggest and present ideas, but shall not act on them until they have approval from a majority of the council and/or 2/3 of the assembly depending on the nature of the change proposed by said person. They may also hold votes using the representatives system.
Section i: Representative System
The Representative system is the system used by the Council to conduct Assembly votes faster. Each member of the Council will represent an equal number of members of the Assembly. Votes will take place over a 3 day period, and then combined as one vote to be submitted to the Council. The Representative will also vote in his group’s vote.
Article IV: Assignments of the Council
Section ii: Council Assignments
Each member of the council shall be the chairman of a defined job. The Council will always be made up of 5 members. These 5 members will be equal to each other, and will always carry out their jobs as described below. Positions open to the council are as follows.
Section iii: Public Relations Manager:
The Public Relations Manager shall monitor the public forums of War Light for posts related to the League of Nations.The Public Relations Manager shall determine if sources (i.e. posters) are reliable and trustworthy. If negative posts are caused by a clan members actions, the Public Relations Manager shall inform the Judicial Branch of the issue so an investigation can begin. If the sources prove to be cause by trolls posting slander for no legitimate reason the source will be ignored, and efforts will be made by the Public Relations Manager to discredit the troll so that the troll loses credibility. Other duties may be added if they are assigned with the approval of the Assembly and the Council in accordance to the voting procedures of the clan.
Section iv: Voting and Record Keeping Manager:
The Manager of Voting and Record keeping shall be in charge of maintaining a log of all votes and member data. The manager shall host all voting on amendments and policies presented to the Assembly. The Manager shall maintain up to date records of the activities of the members in the clan. The records keeper shall bring any negative trends they notice to the attention of the council. Other duties may be added if they are assigned with the approval of the Assembly and the Council in accordance to the voting procedures of the clan.
Section v: Internal Affairs Manager:
The Internal Affairs Manager shall seek to minimize internal conflicts. If a major problem arrives between two or more members the Internal Affairs Manager shall act as a mediator for the parties involved in the conflict. The Internal Affairs Manager shall seek to maintain civil and polite expression of ideas presented by the members of clan to other members. The Internal Affairs Manager shall work with record keeping manager to keep the records of clan activity accurate and up to date.
Section vi: IT Manager
The IT Manager shall ensure the website remains updated and accurate. The IT manager shall direct the various editors of the site. The IT manager shall be responsible for any errors of fact presented on the site. The IT manager shall strive to present the clan in the best of light on the website.
Section vii: Recruitment Manager
The Recruitment Manager shall oversee the recruitment process. The Recruitment Manager shall ensure that all candidates for membership receive the required examination. The Recruitment Manager shall be on the look out for satisfactory candidates at all times.
Article III: Nature of the Executive Branch
The Executive Branch will be made up of 2 members. The two members will be the elected President, and the elected Vice-President. These two may supervise the runnings of the Council, and the Judicial Branch. They will ensure that all jobs are successfully being carried out. They will also have the power to pass suggested laws to the Council. These will go through a special process, and will only require two out of five Council votes to be passed. However, both leaders of the Executive Branch must agree on a law before sending it forward.
Section i: The President
The President will be elected in a full clan vote, and will serve a term of 2 months to the best of his/her abilities in accordance to the will of the assembly. He/she will serve as a figurehead for the clan, as well as a member of the Executive Branch. He/she will have no special rights or authority over any other member. Anything that applies to a regular council member also applies to the leader. The leader shall not be given manager authority.
Section ii: The Vice-President
The Vice-President will also be elected in a full clan vote, and will serve a term of 2 months to the best his/her abilities in accordance to the will of the assembly. He will be equal to the President, but will not serve as a figurehead for the clan.
Article IV: The Judicial Branch
Section I: Nature
The judicial branch shall be comprised of three members that have a superior understanding of the Charter and any other official documents of law of the clan. They shall serve for a period of 4 months per term and will be elected by the Assembly as a whole. They shall strive to ensure that the clan is being run in accordance with the charter and the other official documents of clan law, and that all members are comply to as well as follow those laws. They shall have no authority to change the law, only the authority to interpret and execute it.
Section II: Duties
Part I: Interpretation of the law
The Judicial Branch shall give the interpretation of the charter in the event that multiple interpretations of any portion of the charter are presented. The interpretation the Judicial Branch declares to be authoritative shall be made the official interpretation of that said portion. At that point the interpretation shall be entered onto the public record making the correct interpretation clear. If two thirds of the council and the Assembly disagree with the interpretation, the Judicial Branch's interpretation shall be declared invalid and Council’s interpretation shall take it's place on the public record, where it shall become clan law.
Part ii: Trials
The Judicial branch shall try all cases presented to them. If a judge is the one being tried, then a council member shall be sworn in to take the place of the judge being tried. The judges shall examine the evidence and testimony according to official trial procedure and act accordingly. If the judges find the accused guilty, they shall issue a punishment that fits the crime. Sentences shall not be exceed the nature of the crime, in other words no cruel or unusual punishment. Judges shall ensure that all punishments are fair and just under penalty of impeachment.
Part iii: Zero Tolerance for abuse
If at anytime a Judge is partial or corrupt, they shall be impeached and tried for treason. Judges shall be fair and impartial at all times. Any abuse of authority will be punished harshly.
Section III: Requirements For Judges
Part i: Prerequisites
Prospective Judges shall have a clean record, meaning they shall have no unsavory behavior in any game or forum and shall have convictions for any violation of clan law. They shall have either be in the clan for at least five months or have been a member of the clan before February Twentieth, Two Thousand Fourteen. They shall present at least two messages of recommendation. One shall be from a League of Nations Council member and the other shall be from a League of Nations Assembly member. Both messages of recommendation shall be from respected players. The messages should contain examples of how the candidate showed they were responsible and trustworthy, with evidence to prove that said example happened.
Part ii: Judicial Branch Elections
Judges shall be elected every four months. Elections shall be held at the same time that council and leader elections are held.
Article V: Impeachment
Any clan official, if convicted according to official trial procedure, of a major violation of clan law shall be removed from office. The official may then be tried as an assembly member according to trial procedure to be removed from the clan if such an action is required. Members of the assembly can call for a re-election for the position in the case of an incompetent or inactive official if there is no crime committed.
Article VI: Inactivity of Clan Officials
It is the duty of Clan officials to be active during their terms. If inactive once for more than 5 days but less that 10 days, Clan Officials shall appoint a worthy replacement to replace them for their inactivity period. The replacement member shall act in favor of the missing council member. When the Clan Official returns, the replacement shall be dismissed, and the Official shall resume duty as previously.
If a Clan Official must leave for more than 5 days twice, they will be asked to step down from the position for the remainder of the term and a replacement election shall begin immediately.
In the event that a council member is gone for 12 or more days with or without notice once or more, with evidence they shall be removed immediately, and only restored if evidence counter to the inactivity claim is shown or if the inactivity evidence is proven fraudulent.
In the event that Clan Officials are inactive and/or fail to perform their duties that they enlisted, they may be impeached by due process of law.
Article VII: Duty of Loyalty
Officials of the Clan shall act in good faith at all times. They shall not seek any more control of the clan than equal membership in their branch. They shall not exceed their authority at any time for any reason. Any Official that abuses their positions or power in any way may be impeached and tried for treason.
Chapter V: Trial Procedure
Article I: When a Trial Shall Be Conducted.
Members shall be tried when there is reason to believe that a member has violated one or more rules. A player must have violated the law to such an extent that it shall be clear to any reasonable person that such violation took place. The Judicial Branch and the Council shall decide based on this standard whether to pursue charges and thus start the trial process. Trials shall not be used to discipline members over trivial matters.
Article II: Filing of Charges
Section i: Types of Charges
The council and Judicial Branch shall decide on exactly what the member shall be tried for. The charges shall be one of the following: Violation of general War Light rules, Violation of Clan law (Class I), Violation of Clan law (Class II), and in extreme cases Treason or clearly attempted treason.
Section ii: General
A general violation of War Light law is when a player violates the big three rules. The rules are as follows: (I)You shall be respectful to other players at all times. (II) Racial slurs, personal attacks, excessive profanity, or any other offensive language will not be tolerated. (III)You shall not operate more than one WarLight account in a way that gives you an advantage in a game, tournament or ladder. Any player found guilty of violating any of these three rules shall be reported to Warlight itself. If the player becomes suspended they shall be removed from the clan.
Section iii: Class I
Class I violations of Clan law are minor infractions. Charges of this natures shall be punishable with a warning if found guilty. If found guilty they player shall make it public record that they violated the law and promise not to violate the law again.
Section iv: Class II
Class II violations of clan law can come from a repeat Class I offence or a violation not quite severe enough to report to Warlight. Members found guilty of a Class II violation shall make it public record that they shall not commit the violation again. At that time the player shall have his membership of the clan suspended for one to five days.
Section V: Treason
Treason can be classified as the following: Manager Right Abuses, Attempted Overthrow by a Manager for the purpose of gaining power, or members giving privileged information to third parties. A member convicted of any of these charges shall be removed from the clan and shall be blacklisted by all members of the clan.
Article III: Evidence
Evidence shall come in the form of the following: Links to Games where the violation took place, unedited screenshots of Private Messages and Private threads, testimony from reliable members and third parties. Evidence shall be examined for tampering or bias of a third party. Evidence shall be gathered and examined by the Public Relations Manager and the Judicial Branch. The evidence shall directly relate to the case.
Article IV: Defense
The accused has the right to remain silent if they so choose. The accused shall also have the right to counter the evidence collected with their own testimony. A clan member can also assist in the defense of the accused. If all evidence can be fully and completely discredited the trial then ceases and the charges shall be dropped.
Article V: Judges
The Judicial Branch members will serve as judges in all trials except when a Judicial Branch member is being tried in which case a random Council member will be selected as the 3rd judge. The Judges shall not disclose any information about the trial to any member not directly involved in the trial until the case is closed at which point the trial proceedings will become public record.
Article VI: Conviction or Dismissal of Charges
After all evidence is presented and the testimony is heard from the accused, the three judges shall determine whether the evidence proves beyond a shadow of a doubt that the accused is indeed guilty. If a majority determine the accused guilty of the crime then the prescribed punishment shall be executed. If on the other hand the majority of the Judges find the accused not guilty the the charges shall be dropped.
Article VII: Special Rules
A member shall not be tried for the same violation more the once. If evidence is lacking to the point where there is substantial doubt of whether a violation actually occurred, the case shall be dropped.
Article VIII: Assurance of a Fair Trial
The Judicial Branch shall seek to ensure that all trials are held fairly, and in an impartial manner. If a mistrial occurs the Judicial Branch may be impeached.
Article IX: Guidelines of Punishment
All punishments chosen by the judges of a trial for the guilty party shall be fair, fit the crime, and be the same for all players under the same circumstances unless a first example is being set due to the repeated commitment of a crime. Punishment for breaking a Class I law and being convicted shall never be dishonorable discharge, unless it is due to repeating commitment of a crime, in which case it would be considered Class II. Sentencing shall be based on the laws in place at the time of the violation, and the penalty shall always match the seriousness of the crime. It shall not be more or less than the nature of the offense.
Article X: Establishment of a Blanket Law
All laws, guidelines, and rules of the League of Nations apply to everyone. Nobody shall be above the law, or attain the ability to avoid punishment or prosecution for any event under any circumstance. Those caught trying to avoid their punishment, or helping someone avoid their punishment will be charged with a Class II crime, before a new set of judges, where they will be prosecuted by the due process of law.
Chapter VI: Charter Revision Procedure
Article I: Nature of Revisions
Any proposed revision shall meet the following conditions. It shall improve something; it shall not be contrary to clan goals and objectives. It shall benefit all clan members, rather than just a certain group. Evidence must be provided that shows that the proposed change meets the criteria.
Article II: Proposed Change or Amendment Submissions
Members shall submit their ideas to the Council by contacting the Judicial Branch. The Judicial Branch shall present all ideas given to them to the Council. Suppression of ideas shall be grounds for impeachment. Charter revision submissions shall be accepted regardless of how it is submitted. No special submission methods shall be imposed. All submissions shall be considered and debated, regardless of who submitted the idea. If a proposal is rejected, an explanation regarding the nature of the rejections shall be given to the presenters of the submitter. If a clan member proposes a change, and the proposal is ignored or the proposal is delayed for at least 5 days by the Judicial Branch, the Judicial Branch may be impeached. The clan member may then send it directly to the assembly for voting.
Article III: Support
All changes shall require at least 2/3 of all votes in the Council before it can move on, if it fails to reach the require amount of votes the proposal shall be discarded. If the proposed change passes the Council, it shall move on to the Assembly, if it receives the required 2/3 approval of all collected votes, then it shall become official.
Article IV: Implementation
In the event a proposed change to the charter is passed by both bodies, it shall be added to the charter by the Record Keeper. The Judicial Branch shall ensure the change or amendment is followed by all clan members immediately.
Chapter VII :Elections
Article I: When an election shall take place
Elections for positions in the Council and Executive Branch shall occur every 60 days from the swearing in of the council. Elections can also take place when a successful referendum occurs or when an official is impeachment. Elections for positions in the
Article II: Time Frame of Elections
Section i: Election length
When an election is held, candidates shall have seven days to nominate themselves for one specific job, after which the list of candidates shall be finalized and no more shall be added. The candidates shall then have seven days to campaign and gain supporters. During these seven days, an official voting thread must be made by a Council or Judiciary member. The candidates must also take the Charter Test during these 7 days, and pass it. The seven days can only begin once the thread is created. After the end of the seven days the election period shall close and votes shall be tallied and results published within 48 hours. The total time the elections shall take shall not exceed 16 days.
Section ii: Election procedure
Voters shall cast their votes by a private mail thread, or cast it on the voting thread. This private mail thread should include a member of the Judicial Branch as well as the current Voting and Records Keeper. Unless, the vote is submitted to both in the same private mail thread, the vote shall not be considered. In the event the election is induced by the impeachment of the Voting and Records Keeper, the Judicial Branch shall manage the voting threads. The Voting and Record Keeping Manager shall count all votes and report them with complete fidelity with the members of the Judicial Branch confirming the results. The Voting Manager shall publish the precise amount of votes for each candidate under penalty of treason if the information is false in any way.
Article III: Authority of the Council during elections:
The Council shall have the power to enforce and maintain the governing of the clan during the election period. The Council shall have the authority to govern until the new government is sworn in. When the new government is sworn in the old Council shall be dissolved within 48 hours.
Article IV: Swearing in of the new Government
Section i: Swearing in of Government
All officials elected into the new council shall enter into the public record that they swear never to abuse their authority and to strive to protect and uphold the Charter at all times. They shall also acknowledge that the Charter is the supreme source law of the clan. After that has been accomplished the Government shall be given the authority to govern and enforce the rules.
Section ii: Time Period of Government establishment
In whole the time period between the dissolving of the old Government and the swearing in of the new shall never exceed 48 hours. All laws shall still be in effect during this time period, and all violations shall be prosecuted that were committed during that time by the new Government when it has been sworn in.
Article V: Special rules
Section i: Replacement of Government members
When an official is removed from office mid term, elections shall be held for only that position. After a new official is elected to replace the old disgraced, they shall serve out the rest of said official's term. If an official is impeached during the last 15 days of his or hers term, the office shall remain vacant until a new Government is elected.
Section ii: Fair and Impartial Elections
All officials involved in the process of managing the election shall ensure that the election is fair and ran correctly. It shall be treason to interfere with any aspect of the election.
Chapter VIII: Nations
Article I: Choosing Nations
Players who wish to join the League of Nations shall immediately send a list of 1-5 nations that have NOT been chosen already that they wish to represent to the recruitment manager. They shall be able to choose any nation that currently exists, as long as it does not overlap with other player’s nations. The recruitment manager shall then give the new member the nation highest on his list that has not been reserved and report to the clan managers and to the IT manager or website editors to update the status of the member’s nation. The website editors and clan manager shall act to ensure that the new member receives his nation as soon as possible.
Article II: Representing Nations
Preferably, players shall choose a nation that they have common knowledge of. They shall represent the nation in a respectful and accurate way, displaying their knowledge of its culture, history, geography, and possibly politics.
Article III: Changing Nations
Any member who wishes to change his nation during his time in the clan shall notify the recruitment manager of this issue and shall be the first to receive this nation, unless the nation has already been taken by another member. In the event that a nation is already taken by another member, the member shall keep his current nation until the member holding the nation that he wishes to obtain leaves the clan or changes nations. Changes to nations owned by another member will be regarded on a first come first serve basis, and no person shall reserve the right to kick somebody out of their nation and replace them while they are still in the clan. Members can change nations up to three times.
Chapter X: Law Requirements and Rules
Article I: Concerning the Charter
The Charter shall exist as the Supreme Law of the clan.Those who attempt to edit or ignore the charter’s provisions without due process of law shall be tried for a Class II offense of treason.
Article II: Concerning other Laws
There shall be no ex post facto laws (laws that change the consequences of a past crime or event) created by the council, the assembly, or any other branch of government. All laws shall be in harmony with the ideas and principles of democracy. All laws that remove or restrict voting rights for law abiding clan members shall be forbidden. All laws shall be in the best interests of the clan as a whole. No law shall give the governing any more power than the governed. Any and all laws that restrict the democratic process shall be challenged and removed.
Article III: Supremacy of the law
All laws shall be obeyed. No member shall be exempt from any ruling or law issued by due process or democratic vote. No violation shall be tolerated, and all violations shall be processed in the court of law.
Article IV: Challenging a Law or Amendments
Laws are final and authoritative; however if a law denies a member due process, or restricts the institution of democracy, it shall be challenged. The judicial branch shall then examine the law and determine if the law unreasonably restricts the rights given to the members in this document. If it is found that the said law causes unreasonable restrictions in member rights and freedoms, it shall be abolished. If the majority of the assembly disagrees with the Judicial Branches ruling, then the law shall become authoritative and valid again.
Article V: Concerning Removal of Charter Part
Section i: Concerning Charter Removal
For an article or phrase originally in the charter to be removed from the charter, it must first be proposed by a Council member or leader. The Council will then vote on it and must vote three-fourths in favor of the article or phrase to be removed. If it is voted against, then the issue is killed and cannot be voted on for the next month. If it is passed, it will then move onto assembly in which it must be voted in favor of by three-fourths of the clan in 10 days or less. If the Assembly votes against the removal, the issue is killed for at least two months. If the clan votes in favor of the removal, it will have a 20 day dormancy period in which it will not be enacted. During this period, the removal can be challenged once by the clan. If the clan votes in favor of canceling the removal, it will be killed for at least one month. If it does pass through the dormancy period, it will become law on the 21st day. Only one article or phrase can be removed per two month period.
Section ii: Concerning Amendments
In order for an amendment to the charter to be repealed, it must first be proposed before the Council by a council member or the leader. Two-thirds of Council must vote to repeal the amendment before it passes on to the Assembly. The repealment must gain approval of two-thirds of the clan in 10 days . If it succeeds, it will go through a 20
day dormancy period before being enacted. During the period, the repealment may be challenged once for cancellation. If it survives the 20 day dormancy, the removal will become law. If the repealment is voted against in any stage, the same process of killing the removal as specified will occur above.
Article VI: Concerning Loopholes
Members shall not take advantage of how any law is phrased. Members shall obey the laws meaning and purpose, and shall not use how a law is phrased to circumnavigate the purpose of the law. Members shall obey the meaning behind the law. Punishment for deliberately using loopholes to violate clan laws shall be considered a class II offense.
Chapter XI: Manager Rights
Article I: Clan Managers
Section i: Use of Manager Power
Clan Managers will only use their power when they have the Assembly gives them permission to do so, or to add titles for specific members. They will only invite players whom the clan votes to invite to the clan. They will only remove players who become inactive, are honorably discharged, or fail to pass the two-week trial. Any abuse of manager power will be punished harshly with immediate removal from the clan if there is enough evidence proving that the manager abused his power.
Section ii: Assignment of Managers
There will never be any more or any less than two clan managers. Manager rights may only change hands upon the removal of one of the original managers, or the inactivity of one of the original managers.
Article II: Elections of Clan Managers
Section i: Requirements to join elections
Players may only join the elections to become a clan manager if they have been in the clan for at least a year, or have been one of the eleven Founding Fathers of the clan. These players must also have a clean record, and must never have been convicted of a crime. These players must be respected by the whole clan, and the WarLight community.
Section ii: Elections
Any clan member that fits the requirements to join the elections may take part in them. Elections will follow standard procedure for the first part. For the second part, the player that receives the majority of votes, will then be voted on by the whole clan on whether or not, they are fit to be a clan manager. The member must receive at least two-thirds of the whole clan’s approval for yes to finally be granted manager rights.
Article III: Removal of Clan Managers
Section i: Inactivity
If a clan manager remains inactive for a period of 15 days without prior notice, that clan manager may be impeached from his position. If the manager has given prior notice, the manager’s inactivity period may not last longer than 21 days. If it does, the manager may be temporarily impeached with elections for a temporary manager taking place.
Section ii: Dismissal of a Clan Manager
If a clan manager is convicted of a Class II crime, the clan manager may be impeached from his position. If a clan manager abuses his power, the other clan manager must immediately revoke his manager rights to prevent further abuse of power. If the clan manager is convicted of abusing his manger power, he will be dishonorably discharged from the clan, and added to the clan blacklist.
Chapter XII: Ranking System
Article I: Ranks
Each rank is awarded to a player when they meet the requirements for it. However, ranks do not give any special rights or privileges. The Council may promote or demote players every 20 days based on what rank they meet the requirements for. Two days before every 20 day period, the Judicial Branch must submit a completed rating of each player’s roleplay skill in each clan game. This rating will be an average of the score submitted by each Judge.Ranks will only be based on both, player activity/contribution, and roleplay skills. They are merely motivation for players to increase roleplay and activity. A player may only be promoted one rank at a time, but may be demoted multiple ranks at a time. However, a player may not be demoted if they are on an official leave of absence. The ranks achievable are described below.

Article II: Achieving ranks.
Section i:
Each rank has a set of specific requirements which must be met before a member can request to be promoted to that rank. The Council will decide on whether or not a member should be promoted, demoted, or maintained at the current rank every 20 days based on the requirements for each rank.
